At present, 85%-90% of sports backpacks, tents and shoes adhesives, and synthetic leather pastes still use oily pastes. The use of these oily slurries has become an important source of VOCs emissions in my country. Solvents cannot be effectively recycled, resulting in excessive VOCs emissions, which has a great impact on air quality and is also detrimental to the physical and mental health of workers. At the same time, VOCs emission reduction work in the whole society has entered a critical stage. The traditional single-link emission reduction measures and space have gradually become saturated. Faced with the dual pressures of ecological and environmental protection and economic development, VOCs emission reduction measures such as oil to water must be transformed from single enterprises and single links to the industrial chain.

Focusing on promoting VOCs emission reduction measures such as replacing oil with water in textiles, shoe glue, synthetic leather and other industries, Xu Guanju, deputy to the National People’s Congress and chairman of Chuanhua Group, suggested:

First, strengthen policy guidance and support. Promote the substitution of raw and auxiliary materials such as oily solvents in relevant fields from the source, formulate detailed VOCs emission reduction plans and timetables, clarify the goals and tasks of source substitution in relevant industries, and reduce the costs and risks of enterprises implementing source substitution through various forms of incentive measures., increase their enthusiasm and participation.

Second, improve the VOCs emission reduction regulatory system and strengthen supervision and law enforcement. Strengthen supervision, increase the frequency and accuracy of monitoring, and ensure that enterprises strictly abide by environmental regulations. Introduce third-party monitoring agencies to independently evaluate and supervise corporate emissions to ensure the authenticity and reliability of emission reduction effects.

Third, issue and refine alternative technical guidelines for related industries. For reference by relevant personnel of administrative agencies, enterprises, institutions and scientific research institutes, and to provide clear support and basis for enterprises at the technical level.

Fourth, guide leading enterprises to take the lead in formulating alternative plans and industry standards for oily solvent raw materials. Give full play to the healthy competition in the market and the binding role of industry associations, promote the substitution of oily solvents at the source, and promote the replacement of all sources.

Fifth, strengthen environmental brand promotion. Provide media and industry conference publicity and other support to domestic brands that are committed to environmental protection substitution, increase the awareness of domestic brands, enhance consumer awareness, and promote the development of the industry in the direction of green and environmental protection.
