To achieve China-style modernization, we must accelerate the comprehensive revitalization of rural areas. At present, agriculture has achieved another bumper harvest, rural areas are harmonious and stable, and at the same time, the international environment is complex and severe, and my country’s development is facing an increase in uncertain and unpredictable factors. The more we deal with risks and challenges, the more we must consolidate the foundation of the work on “agriculture, rural areas and farmers”. To do a good job in “agriculture, rural areas and farmers” in 2025 and in the future, we must adhere to the guidance of Xi Jinping Thought on Socialism with China Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, thoroughly implement General Secretary Xi Jinping’s important expositions and important instructions on the work of “agriculture, rural areas and farmers”, uphold and strengthen the Party’s overall leadership over the work of “agriculture, rural areas and farmers”, completely, accurately and comprehensively implement the new development concept, and adhere to the general tone of seeking progress while maintaining stability. Adhere to the priority development of agriculture and rural areas, adhere to the integrated development of urban and rural areas, adhere to integrity and innovation, anchor the goal of promoting comprehensive revitalization of rural areas and building a strong agricultural country, use reform, opening up and scientific and technological innovation as the driving force, consolidate and improve the basic rural management system, and thoroughly study and apply the experience of “Ten Million Project” to ensure national food security, ensure that large-scale return to poverty does not occur, improve the level of rural industrial development, rural construction, and rural governance, and do everything possible to promote agricultural efficiency. Increasing rural vitality and increasing farmers ‘income will provide basic support for promoting China’s modernization.
1. Continue to enhance the supply guarantee capabilities of important agricultural products such as grain
(1) Deeply promote the action to increase the yield of grain and oil crops in large areas. Stabilize the grain sown area, focus on unit yields and quality improvement, and ensure stable and high-yield grain production. Further expand the implementation scale of grain yield improvement projects, increase the integrated promotion of high-yield and high-efficiency models, promote the integration of water and fertilizer, and promote large-scale increase in production. Efforts will be made to implement a new round of tasks of increasing grain production capacity by 100 billion kilograms. Take multiple measures to consolidate the results of soybean expansion, tap the potential of rapeseed and peanut expansion, and support the development of woody oilseeds such as Camellia oleifera. Promote stable production and quality improvement of cotton, sugar, natural rubber, etc.
(2) Support the stable development of animal husbandry. Monitor and regulate pig production capacity to promote stable development. Promote the relief of beef cattle and dairy cattle industries and stabilize basic production capacity. Implement national standards for sterilized milk and support the integrated development of dairy breeding and processing with family farms and farmers ‘cooperatives as the main body. Strictly supervise the law enforcement of pig slaughtering and quarantine, and strengthen the prevention and control of major animal diseases and key zoonotic diseases. Improve forage production capacity and accelerate the transformation and upgrading of grassland animal husbandry.
(3) Strengthen the protection and quality improvement of cultivated land. Strictly control the total amount of cultivated land and “use compensation to determine occupation”, incorporate all types of cultivated land occupation into the unified management of the occupation and compensation balance, and ensure the dynamic balance of the total annual cultivated land in the province. Improve the quality evaluation and acceptance standards for supplementary cultivated land. We will continue to rectify problems such as “greenhouse houses”,”digging lakes for scenery”, and occupying cultivated land to build houses, and resolutely curb illegal activities that destroy cultivated land. Formulate a basic crop catalog and establish a monitoring system for cultivated land planting purposes. Carry out rectification of “non-grain conversion” of cultivated land in an orderly manner, and set necessary transition periods based on the actual industrial development and crop growth cycles. Promote the construction of high-standard farmland with high quality, optimize the construction content, improve the mechanism for farmers to participate in the project implementation throughout the process, and strengthen the supervision of the entire process of project quality. Steadily advance the pilot project of comprehensive utilization of saline-alkali land and strengthen the management of eroded ditches in the black soil areas of Northeast China and acidified and degraded cultivated land in the south. Promote the reclamation and utilization of abandoned land by category. On the premise of ensuring that the task of protecting cultivated land in the province is not reduced, unstable cultivated land that affects flood safety and other factors in the river will be evacuated steadily and orderly. Strengthen the protection of traditional terraces.
(4) Promote the coordinated research of agricultural science and technology forces. Use scientific and technological innovation to lead the gathering of advanced production factors and develop new agricultural productivity according to local conditions. Aim to accelerate the breakthrough of key core technologies, strengthen the coordination of agricultural scientific research resources, and cultivate leading agricultural science and technology enterprises. Deeply implement the revitalization action of the seed industry, give full play to the role of major agricultural scientific research platforms such as “Nanfan Silicon Valley”, and accelerate the capture of a number of breakthrough varieties. Continue to promote the industrialization of biological breeding. Promote the high-quality development of agricultural machinery and equipment, accelerate the research and development and application of domestically produced advanced and applicable agricultural machinery equipment, and promote the scrapping and renewal of old agricultural machinery. Support the development of smart agriculture and expand technical application scenarios such as artificial intelligence, data, and low-altitude.
(5) Strengthen agricultural disaster prevention and reduction capacity building. Strengthen meteorological services for agriculture, strengthen disaster risk monitoring, early warning and forecasting, and make good use of regional agricultural socialized service centers and other forces to minimize disaster losses. Build a modern flood control and disaster reduction system, comprehensively carry out the removal and reinforcement of dangerous reservoirs, strengthen the management of small and medium-sized rivers and the construction and transformation of large and medium-sized irrigation areas, and promote the construction of key facilities and the reform of management mechanisms in flood storage and detention areas. Strengthen the management of flooded areas in plains, promote the construction of farmland water conservancy facilities and ditch improvement, and accelerate the restoration of disaster-damaged farmland and irrigation and drainage facilities. Strengthen the construction of farmland shelterbelts. Carry out monitoring, early warning and unified prevention and control of crop pests and diseases. Improve forest and grassland fire prevention and extinguishing capabilities.
(6) Improve the grain production support policy system. Implement the minimum purchase price policy for rice and wheat, improve the subsidy policy for corn and soybean producers and rice subsidy policies, and stabilize the subsidy policy for farmland fertility protection. Reduce the proportion of county-level premium subsidies for agricultural insurance in major grain-producing counties, and promote the expansion of the coverage area for full cost insurance and planting income insurance for rice, wheat, corn, and soybeans. Encourage local governments to carry out pilot projects of interest discounts for special loans for grain and oil planting. Improve the reward and subsidy incentive system for major grain-producing areas and increase support for major grain-producing counties. Start the implementation of inter-provincial horizontal interest compensation for grain production and marketing areas under the overall planning of the central government, and do a good job in fund raising and allocating. Gradually expand the scope of implementation of actions to improve public service capabilities in large grain-producing counties.
(7) Improve the coordination mechanism for agricultural product trade and production. Comprehensive policies will promote the prices of important agricultural products such as grain at a reasonable level, stabilize market supply and demand, protect the enthusiasm of grain farmers, and safeguard the interests of farmers. Strictly crack down on illegal activities such as the smuggling of agricultural products. Strengthen the construction of port biosecurity systems. Improve the early warning system for damage to the agricultural product industry. Carry out grain purchase in an orderly manner and strengthen the supervision of grain reserves. Strengthen the release of agricultural product market information and expectation guidance.
(8) Build a diversified food supply system. Practice the big agricultural concept and the big food concept, and develop food resources in all directions and through multiple channels. Strengthen the construction of vegetable emergency supply guarantee bases and implement agricultural renewal projects of modern facilities around large and medium-sized cities. Promote high-quality development of fisheries, support the development of far-reaching marine aquaculture, and build marine pastures. Develop forest food and enrich the “forest grain depot”. Promote the improvement of quality and efficiency of the edible fungus industry and promote the development of algae food. Cultivate and develop bio-agriculture and explore new food resources. Accelerate the establishment of a statistical monitoring system for grain and large foods. Strengthen food safety and agricultural product quality and safety supervision, deepen the control of drug residues in agricultural products, and promote the reduced use of veterinary antibacterial drugs.
(9) Improve the long-term mechanism for food and food conservation. Solidly promote food conservation and anti-food waste actions, and establish and improve incentive and restraint mechanisms. Vigorously promote healthy eating, strengthen oil guidance in public canteens, catering institutions, etc., and promote diets such as reducing oil, salt, sugar, and whole grains. Promote the reduction of grain harvest, moderate processing and scientific storage.
2. Continue to consolidate and expand the results of poverty alleviation
(10) Maintain the bottom line of preventing large-scale return to poverty. Continue to consolidate and improve the results of the “three guarantees” and drinking water safety guarantees, strengthen follow-up support for relocation, and prevent lax thinking and work. Improve the effectiveness of monitoring and assistance to prevent return to poverty, and promptly include farmers at risk of returning to poverty into assistance. Carry out in-depth actions to prevent poverty from returning to employment, enhance the employment absorption capacity of assistance workshops, and stabilize the scale and income of people who have been lifted out of poverty. In accordance with the principles of consolidation, upgrading, revitalization, and adjustment, we will promote the improvement of quality and efficiency of industries in categories. Carry out in-depth “group-style” assistance to cadres and talents in science and technology, medical care, and education. Strengthen the management of enterprises and products on consumer assistance platforms.
(11) Coordinate the establishment of a mechanism to prevent poverty from returning to poverty in rural areas and a hierarchical and classified assistance system for low-income people and underdeveloped areas. Carry out an overall assessment of the effective connection between consolidating and expanding the results of poverty alleviation and rural revitalization, and study and formulate a post-transition assistance policy system. Coordinate the identification of low-income rural populations and those who prevent them from returning to poverty. Focus on stimulating endogenous motivation, strengthen development-based assistance to low-income rural people who have the ability to work, strengthen social assistance and guarantee, support the revitalization and development of underdeveloped areas, establish a hierarchical and classified assistance system, and provide differentiated support through east-west cooperation and targeted assistance and other mechanisms.
(12) Improve the long-term management mechanism for the formation of assets invested by countries in poverty alleviation. Comprehensively check the assets invested in poverty alleviation countries and establish a unified asset registration and management ledger. Formulate asset management measures for assistance projects, improve the entire supervision system for asset formation, right transfer, management and protection operations, and income distribution, and promote the preservation and efficiency of operating assets and the continued role of public welfare assets. Improve the asset classification disposal system and support various localities to revitalize inefficient idle assets.
3. Focus on strengthening the county’s industries to enrich the people
(13) Develop rural characteristic industries. Adhere to the rules of the market, vigorously develop the planting and breeding of green and characteristic agricultural products, promote the transformation and upgrading of the agricultural product processing industry, implement the agricultural brand high-quality cultivation plan, create characteristic agricultural industry clusters, and improve the level of agricultural industrialization. Deeply implement rural industrial integrated development projects and cultivate new rural industries and new business formats. Promote the deep integration of rural culture and tourism, carry out pilot projects for empowering rural revitalization by cultural industries, and improve the level of specialization, quality and standardization of rural tourism. Accelerate the construction of a modern circulation network for agricultural products and agricultural materials, and support various entities to collaborate in building a supply chain. Promote the high-quality development of rural e-commerce.
(14) Improve the mechanism of linking farmers with farmers. Improve the mechanism linking support policies for new agricultural business entities to increase farmers ‘income, and use linking farmers to lead farmers as an important basis for policy tilt. Guide enterprises, farmer cooperatives, family farms and farmers to closely unite and cooperate, and allow farmers to share more of the value-added benefits of the industry through guaranteed dividends, equity participation, and service-driven methods. Standardize and guide social investment in agriculture and rural areas, and improve risk prevention mechanisms.
(15) Broaden channels for increasing farmers ‘income. Guide farmers to develop industrial projects suitable for family management, and develop courtyard economy, underforest economy, and homestay economy according to local conditions. Increase policy support for job stabilization and employment, strengthen employment services and labor cooperation, and cultivate and promote characteristic labor brands. Promote actions to promote domestic economics and agriculture. Strengthen employment support for older migrant workers. Promote the comprehensive coverage and effective operation of the wage payment guarantee system for migrant workers, and correct various wage arrears problems in accordance with the law. Develop county economies with unique characteristics, support the development of industries with large employment capacity to enrich the people, and promote farmers to find employment and increase income nearby. Implement the special action to strengthen agriculture, benefit farmers and enrich farmers in digital rural areas. Expand the implementation scale of work-for-relief projects and promote work-for-relief in key engineering projects and agricultural and rural infrastructure construction.
4. Focus on promoting rural construction
(16) Coordinate the planning and layout of county urban and rural areas. In line with the trend of population changes, promote the organic combination of comprehensive rural revitalization and new urbanization, give full play to the spatial coordination and factor guarantee role of county and township land spatial planning, and promote the integration of urban and rural industrial development, infrastructure, and public services. To improve the quality and effectiveness of village planning preparation, we must not require full coverage of village planning preparation. For those that do not need to be prepared, we can control and guide them in county and township land and spatial planning or issue general management regulations. Reasonably determine the priorities and priorities of village construction, coordinate construction and management and protection, and explore rural construction models with regional characteristics. On the premise that the total amount of cultivated land is not reduced and the layout of permanent basic farmland is basically stable, comprehensive land improvement in the entire region will be carried out with counties as the overall planning unit and townships as the basic implementation unit.
(17) Promote the extension of infrastructure to rural areas. Promote the integration of urban and rural water supply, large-scale centralized water supply, and standardized construction of small-scale water supply by categories. Where conditions permit, unified county management and professional management and protection of rural water supply can be implemented. Implement a new round of rural road improvement actions, carry out investigation and rectification of hidden risks on rural roads and bridges and tunnels, and continue to promote the high-quality development of the “Four Good Rural Roads”. Consolidate the results of connecting buses to qualified towns and villages, improve rural waterway transportation conditions, and promote the integrated development of passenger, cargo and postal services in rural areas. Deepen express delivery into villages and strengthen the construction of village-level delivery logistics comprehensive service stations. Deepen the construction of county commercial systems, support chain operations and layout county markets, and promote the extension of cold chain distribution and instant retail to towns and villages. Promote the exchange of old consumer goods with new ones in rural areas and improve the recycling network for used household appliances. Consolidate and improve the level of rural power security, strengthen the development and utilization of distributed renewable energy in rural areas, and encourage qualified places to build public charging and replacing facilities. Improve the universal service level of telecommunications in rural areas. Continue to implement the renovation of dilapidated rural buildings and earthquake-resistant renovation of rural houses, and do a good job in restoring and rebuilding houses damaged by disasters in disaster-stricken areas.
(18) Improve the level of basic public services in rural areas. Optimize the allocation of regional educational resources, improve the conditions for running boarding schools and the management levels of fire protection and safety, and run necessary small-scale rural schools. Comprehensively strengthen the management of nutrition improvement plans for rural compulsory education students to ensure food safety and standardized use of funds. Promote the construction of a close county-level medical community with the focus on personnel sinking, improve the service capabilities of central township health centers, and promote the construction of a telemedicine service system. Strengthen the capacity building of rural infectious disease prevention and control and emergency response, and carry out in-depth national fitness and patriotic health campaigns. Improve the long-term mechanism for basic medical insurance participation, and increase the maximum payment limit for critical illness insurance in the following year for rural residents who continuously participate in the insurance and have zero reimbursement that year. Gradually increase the basic pension for basic pension insurance for urban and rural residents. Improve the three-level elderly care service network in counties and villages, carry out innovative pilot projects in county-level elderly care service systems, and encourage the development of village-level mutual elderly care services. Develop rural infant and child care services. Expand the coverage of relief and protection agencies for minors and improve the quality of care services for left-behind children and children in need. Strengthen the protection and rehabilitation assistance for people with disabilities.
(19) Strengthen rural ecological environment governance. We will deepen the battle against agricultural and rural pollution control, continue to promote the improvement of rural living environment, and build beautiful countryside. Improve the implementation mechanism for rural toilet improvement and improve the social management, protection and service system. Select rural domestic sewage treatment models according to local conditions, promote the coordinated treatment of toilet manure and domestic sewage, and basically eliminate large areas of black and odorous water bodies in rural areas. Promote the reduction of rural domestic waste at source, local and nearby treatment and resource utilization. Strengthen the systematic management of areas with prominent agricultural non-point source pollution, strengthen the resource utilization of livestock and poultry manure and the treatment of aquaculture tail water. Promote the safe use of contaminated cultivated land and strengthen the traceability and remediation of heavy metal pollution in agricultural land soil. Support the comprehensive utilization of straw, accurately delineate the scope of ban burning, and implement ban burning control requirements in accordance with laws and regulations. Vigorously promote the “Three Norths” project, strengthen resource coordination and joint prevention and control, and improve the comprehensive management effect of desertification prevention and control. Strengthen grassland ecological protection and restoration. Promote the construction of ecological clean small watersheds. Firmly promote the ten-year fishing ban in the Yangtze River and strengthen the rescue of rare and endangered species in the Yangtze River and the ecological restoration of important habitats.
5. Focus on improving the rural governance system
(20) Strengthen the construction of rural grassroots party organizations. We will further promote party building to promote rural revitalization, insist on using party building to lead grassroots governance, and improve the leadership capabilities of grassroots party organizations. Maintain the stability of the term of office of county-level party and government leadership team members, continue to strengthen the construction of township leadership teams and cadre teams, and strive to solve the problem of some young cadres being “acclimatized” at the rural grassroots level. We will do a good job in changing the “two committees” of villages across the country, focus on rectifying weak and lax village party organizations, and promote the first secretary and work team stationed in the village to take on their responsibilities. Strengthen the education and training of rural party members and cadres. Improve the grassroots supervision system and strictly enforce the management and supervision of village cadres, especially those who are “shoulder-to-shoulder”. Further improve the village affairs disclosure and democratic deliberation system, and support farmers to participate in village-level deliberations and consultations through multiple channels. Continue to deepen the rectification of unhealthy trends and corruption problems in the field of rural revitalization, carry out solid inspections of villages, and refine and improve the norms for rural grassroots cadres to perform their duties honestly in the new era.
(21) Continue to rectify formalism and reduce the burden on the grassroots. Comprehensively establish a list of matters for towns (streets) to perform their duties, strengthen supervision and evaluation of implementation, and improve the dynamic adjustment mechanism. Improve the long-term mechanism for strict management and control of staff seconded from counties and townships. Strictly control supervision, inspection and assessment at the grassroots level, and streamline and optimize agriculture-related assessments. Consolidate the results of “one-vote veto” and the signing of responsibility certificates. Clean up and integrate government applications for grassroots level, and continue to deepen the rectification of “formalism at your fingertips.” Promote the “integration of multiple grids” of rural grassroots grid governance. Promote the allocation of staffing resources to towns (streets) through methods such as “reducing the upper and making up the lower”, and strengthen classified management and overall use.
(22) Strengthen the construction of civilized rural customs. Further strengthen the construction of spiritual civilization in rural areas in the new era, strengthen ideological and political guidance, implement the project of building civilized rural customs, and promote the party’s innovative theories to be more deeply rooted in the hearts of the people and the extensive implementation of socialist core values. Cultivate new trends and new looks of the times, deepen practical activities such as “I do practical things for the masses”, and promote the construction of harmonious families and harmonious neighborhoods. Strengthen publicity and education on national unity and progress, and build a strong sense of community for the Chinese nation. Establish a mechanism for high-quality cultural resources to reach the grassroots level, enrich the supply of rural cultural services and products, innovate and carry out cultural activities such as “opera entering rural areas”, strengthen support for local cultural talents, and guide the healthy development of mass cultural and sports activities. Promote the construction of traditional village characteristic protected areas, strengthen the protection, inheritance and activation and utilization of rural cultural heritage, and thoroughly implement rural cultural relics protection projects.
(23) Promote the change of customs in rural areas. Promote the comprehensive management of high bride price issues in rural areas, give full play to the role of the Women’s Federation, the Communist Youth League and other organizations, and strengthen public welfare marriage and love services and care for rural marriageable groups. Increase efforts to crack down on illegal activities such as marriage trusteeship and fraud. Strengthen the standardized management of ancestral halls. Deepen funeral reform and promote the construction of public welfare ecological burial facilities. We will continue to rectify outstanding issues such as comparison of human relations, large-scale operations, generous burials and poor maintenance, and scattered burials, and improve binding norms and advocacy standards. Standardize the rural performance market and thoroughly rectify vulgar performance activities. Strengthen the construction of rural science popularization positions and oppose feudal superstitions.
(24) Maintain stability and tranquility in rural areas. Adhere to and develop the “Maple Bridge Experience” in the new era, strengthen the investigation and resolution of rural conflicts and disputes, improve information sharing and collaborative resolution mechanisms, and create a positive and healthy social atmosphere. Improve the normalized mechanism for combating black and evil in rural areas, and prevent and contain the growth and spread of “village bullies” and family and clan evil forces. Strengthen the management of rural religious affairs. We will deepen the crackdown on rural gambling, build a strong anti-drug defense line in rural areas, and severely crack down on economic crimes such as pyramid schemes and fraud in agriculture-related fields. Improve the rural emergency management organization system and strengthen the source control and investigation and rectification of safety risks in rural road transportation, gas, fire protection, self-built housing and other fields.
6. Focus on improving the system and mechanism for factor guarantee and optimal allocation
(25) Stabilize and improve rural land contracting relationships. Adhere to “large stability and small adjustments”, orderly advance the pilot project of extending the second round of land contracting for another 30 years after it expires, expand the scope of the entire province, properly resolve conflicts and disputes during contract extension, and ensure that the vast majority of farmers ‘contracted land is generally postponed and maintained stable. Improve the management service system for the transfer of contracted land management rights, and must not promote land transfer by setting targets or setting tasks. Encourage the release of circulation price indices, physical rent calculations, etc. to promote the stabilization of circulation costs at a reasonable level. Cultivate new agricultural business entities, improve the quality and efficiency of agricultural socialized services, and enhance the ability to drive farmers.
(26) Manage and make good use of rural resource assets. We will solidly register and issue certificates for the confirmation of housing and housing. Explore effective ways to revitalize and utilize houses legally owned by farmers through leasing, shareholding, and cooperation. Urban residents are not allowed to purchase farm houses and homestead in rural areas, and retired cadres are not allowed to occupy land and build houses in rural areas. Orderly promote the reform of rural collective commercial construction land entering the market, and improve the income distribution and rights protection mechanisms. Develop a new rural collective economy according to local conditions, do not set rigid targets for collective income, and strictly control collective business risks and debts. Continue to deepen special governance of rural collective funds, assets and resource management. Promote standardized management and rational utilization of newly added cultivated land.
(27) Innovate the investment and financing mechanism for rural revitalization. Priority should be given to ensuring general public budget investment in the agricultural and rural sectors, and strengthening performance management incentives and constraints. Increase investment within the central budget, ultra-long-term special treasury bonds and local government special bonds to support the construction of major projects in the agricultural and rural fields. Use monetary policy tools such as reloans, rediscounts, and differentiated deposit reserve ratios to promote financial institutions to increase capital investment in rural revitalization. Support financial institutions to issue special financial bonds for “agriculture, rural areas and farmers”. Encourage qualified enterprises to issue rural revitalization bonds. We will further promote the construction of rural credit systems and strengthen the collection and sharing of agriculture-related credit information.
