The Beijing Branch of the Central Bank approves changes in major matters of two payment companies

Blue Whale News February 27 (Reporter Huang Yujie)Recently, Beijing City Branch of the People’s Bank of China released a new information disclosure on changes in major matters of non-bank payment institutions, of which the changes in major matters of Vituary Payment Co., Ltd. were approved. According to Jingyin Xuquan Decision [2025] No. 1210, Suifufu Payment Co., Ltd. changed Dong Yutao as a senior manager (compliance person).

Suipay was established in 2011 and obtained the payment business license of the People’s Bank of China in 2012. It is a smart payment platform for offline scenarios in China. At present, its business types have changed from Internet payment (nationwide), mobile phone payment (nationwide), and bank card acquiring (except Jilin, Liaoning (including Dalian), Zhejiang (including Ningbo), Fujian, and Heilongjiang) to Class I of stored value account operation and Class I of payment transaction processing (except Jilin Province, Liaoning Province, Zhejiang Province, Fujian Province, and Heilongjiang Province).

At the same time, changes in major matters of Beijing Iaco Payment Technology Co., Ltd. were also approved. According to Jingyin Xuqun Decision Zi [2025] No. 1209, the directors paid by subaco were changed to Kong Qian, Pan Qi, Yang Xianfeng, Lu Jia, and Guo Min, and the financial director was changed to Cao Congying.

The payment brand name of subaco payment is Defutong, which is a licensed third-party payment institution. The payment license type was originally Internet payment, and later changed to Class I of stored value account operation. Iaco Payment is a specialized company engaged in electronic payment business under China Civil Aviation Information Network Co., Ltd., and its direct parent company, China Aviation Clearing Co., Ltd., has long been engaged in domestic and international civil aviation settlement and clearing business.
