China will increase its support for the field of open source RISC-V chips.

GuShiio.comApp reported on March 4 thatAccording to reports, China will issue a guidance as early as this month to encourage the use of open source RISC-V chips across the country, jointly drafted by eight institutions to reduce reliance on overseas chip technology.

This more than 2000-word rumor triggered the domestic semiconductor sector to rise in the afternoon.

As of the close on March 4,Xinyuan Stock(688521.SH)、Anlu TechnologyBoth have a 20% daily limit, quanzhi technology, Aojie Technology,Beijing junzhenghuada jiutianWait until the increase exceeds 10%.

“We strongly support the development of open source RISC-V because it is not only a technological innovation, but also a global change that will affect future computing architecture.& rdquo; At the recent 2025 China RISC-V Ecosystem Conference, Ni Guangnan, academician of the China Academy of Engineering, said that the RISC-V ecosystem has made breakthroughs in many key areas, especially in emerging fields such as AI, Internet of Things and high-performance computing. The RISC-V architecture has brought new opportunities to the global market.

Meng Jianyi, rotating chairman of the RISC-V Working Committee and CEO of Zhihe Computing, said that large-scale model innovation has created huge opportunities for the RISC-V architecture, and to seize this opportunity, the key is to create a number of benchmark products and promote RISC-V’s application in the field of parallel computing. Technological innovation and standardization will help implement industries in AI, scientific computing, accelerated computing and other fields.

Open source RISC-V architecture craze hits, and 670 billion new tracks will explode

It is reported thatRISC-V is an open instruction set architecture (ISA) first released in 2010 by a research team at the University of California, Berkeley. Currently, the RISC-V Foundation has more than 4120 members from 52 countries around the world,Including Google,NvidiaIntel, Huawei, Alibaba, Tencent and other companies are all important members of it,There are also more than 80 technical working groups promoting RISC-V standards, software, tools, etc.

In fact, the currently widely used instruction set architecture ARM and the latest RISC-V both originated from the reduced instruction computer RISC of the 1980s. The difference is that ARM is a closed instruction set architecture. Manufacturers applying ARM architecture can only adjust product frequency and power consumption according to their own needs, and are not allowed to change the original design. At the same time, ARM CPU instructions are complex in number and numerous in versions, are neither compatible with each other nor support modularization, and have expensive patent and architecture licensing issues.

Unlike 6 and ARM architectures, which have authorization restrictions,RISC-V has features such as streamlining and open source, which can develop unique chips that are more suitable for specific needs, and breaks the conventions of high licensing fees and difficulty in customization for x86 and ARM architectures.

As an open source standard, RISC-V allows any individual or organization to use, modify and extend freely without paying patent fees. Its design goal is to provide a simple, extensible and flexible instruction set, while being modularized so that users can freely customize different instruction subsets according to their needs, suitable for a wide range of application areas, from embedded microcontrollers to high-performance computing.

The scale of the RISC-V market is growing year by year.As early as 2022, global RISC-V chips have shipped more than 10 billion chips, of which China currently contributes 50% of global RISC-V chip shipments.

Omdia previously reported that between 2024 and 2030, RISC-V-based processor shipments will grow at an annual rate of nearly 50%. It is expected that shipments will reach 17 billion by 2030, and RISC-V processors will account for nearly a quarter of the global market.

Bao Yungang, deputy director of the Institute of Computing Technology, China Academy of Sciences, revealed thatBy 2030, the global RISC-V chip market will reach US$92.7 billion (approximately RMB 675.208 billion), with a compound average annual growth rate of 47.4%.

Beijing, Shanghai and Shenzhen increase support for RISC-V

Today, policy support will accelerate domestic companies to occupy the dominant position in the global industrial chain. Beijing, Xiongan New Area, Shanghai, Shenzhen and other places have all introduced policies in the RISC-V field.

Among them, at the 2025 China RISC-V Ecology ConferenceThe Zhongguancun Science City Management Committee stated that Beijing Haidian will provide tens of millions to hundreds of millions of yuan in policy subsidies and venture capital support for integrated circuits including RISC-V.

For example, enterprises that carry out the first round (full mask) of advanced process (14nm and below) engineering products in China will be rewarded at a rate of no more than 30% of the product flow cost, with a maximum limit of 8 million yuan for individual enterprises; Enterprises that carry out the first round (full mask) of mature process (above 14nm) engineering products in China will be rewarded at a rate of no more than 20% of the product flow cost, with a maximum limit of 5 million yuan for individual enterprises; The third phase of the Zhongguancun Science City Science and Technology Growth Fund has a scale of 10 billion yuan and fully supports industrial chains such as AI, semiconductors and integrated circuits.

Xiongan New Area’s Industry, Information Technology and Data Bureau stated that Xiongan New Area has established the Future Chip Innovation Research Institute to carry out technology research and development, product testing, standard formulation, evaluation and evaluation, application demonstration, business training and cooperation and exchanges in the RISC-V field to promote Xiongan New Area has become a highland for independent innovation. In addition, Xiongan New Area will give full play to its planning advantages, policy advantages and demonstration advantages to build a RISC-V City in Xiongan New Area through the Seven-One Project. It is reported that Xiongan New Area has invested more than 1 trillion yuan, and has built more than 8200 buildings, more than 8000 kilometers of roads, and more than 160 kilometers of related underground pipe corridors. Many central state-owned companies such as China Star Network have already landed in the new area and carried out regular work. It is expected that in the future, eight central enterprise headquarters will settle in the new area.

In addition, Shanghai established the RISC-V Industry Fund in 2023, with an initial phase of 5 billion yuan. In 2025, Lingang New Area plans to add 1 billion yuan in funds to support RISC-V’s breakthrough in the field of integrated memory and computing chips; and Shenzhen RISC-V Industry Development Special Fund was established in 2022, with an initial phase of 2 billion yuan.

In fact, as early as 2018, the China RISC-V Industry Alliance was established. The latest list of the second council includes a number of leading semiconductor companies and institutions, such as Xinyuan, Beijing Junzheng, Aojie Technology, Huada Jiutian, Jingchen, Lexin Technology, etc.

However, the current development of RISC-V is still in its early stages.

Bao Yungang believes that RISC-V is already replacing ARM’s low-end IP cores on a large scale, but this in-situ replacement still cannot support the formation of a new processor ecosystem. According to statistics from the RISC-V International Foundation in early 2022, the number of RISC-V IP cores used in various embedded scenarios around the world exceeded 10 billion at that time, but the vast majority of the public did not realize this change. In addition, the establishment of the RISC-V ecosystem requires breakthroughs in high-end IP cores, high-end chips and corresponding basic software to support high-computing power demand scenarios, especially emerging application scenarios such as AI and intelligent driving.

With the DeepSeek craze, RISC-V will usher in new opportunities and directions. Meng Jianyi said that model innovations represented by DeepSeek are constantly emerging, and the demand for computing power is also undergoing earth-shaking changes, promoting the migration of large model reasoning applications from the cloud to the edge, stand-alone deployment of large model reasoning and high-performance AI applications The operation of edge-end devices becomes possible. With the native AI support brought by its open source and open instruction set architecture, the RISC-V architecture will be able to better seize the opportunities brought by model innovation. At the same time, this inclusiveness of the RISC-V architecture also supports many innovative companies to explore the infinite possibilities of exploring from general computing to parallel computing and dedicated chips on the RISC-V architecture.

“After DeepSeek adopts the open source model, each major model will accelerate the convergence and evolution at the infrastructure level, thereby achieving an open and unified ecological environment. This means that in the future, large model manufacturers will be able to continue to reduce duplicate R & D expenses and allow computing power manufacturers to make targeted optimizations for a unified environment. rdquo; Meng Jianyi said.

During the post-meeting exchange, Meng Jianyi told GuShiio.comAGI that whether it is a TPU or a CPU, the big model works very well in Apple. Apple is actually an NPU. Therefore, when the big model develops forward, Who can build a good ecosystem and who can make it a very cost-effective product depends on the market to choose. As a CPU architecture, RISC-V is constantly pushing forward its entire technical capabilities. Nowadays, the big model is here, and every architecture is an opportunity, such as RISC-V, X86, and ARM. Today, it depends on who can evolve fastest in this architecture.& ldquo; However, RISC-V can be done faster. I think RISC-V has a better advantage in terms of speed." rdquo;

Meng Jianyi emphasized that a new stage of development has arrived in which large-scale model innovation promotes the computing power revolution, and this computing power revolution will bring a huge opportunity to the RISC-V architecture. To seize this opportunity,China’s RISC-V industry must focus on the development of benchmark products, achieve higher performance and more extreme cost performance of products, form a positive dual cycle of technological innovation-product research and development and product research and development-ecological construction, and at the same time expand international voice in standardization construction, thereby gaining greater competitive advantages

For the development of V,Huatai Securities Research News pointed out that the development of RISC-V in China is reflected in three aspects: software, applications and developer ecology. Due to its special attributes of open source and openness, the RISC-V architecture is considered an opportunity for domestic chips to overtake in corners. Although X86-Microsoft Windows operating system and ARM-Google Android system have always maintained the two strongest positions in the market, due to cost and other factors, customized and dedicated chips have become a new trend, and RISC-V is expected to become the third largest architecture ecosystem. In the future, the development of RISC-V will also pay more attention to: 1) connecting with existing ecological items rather than isolating them; and 2) unifying instruction set standards.

Guotai Junan Research believes that AI competition is intensifying and industry development is accelerating. Chip manufacturing is currently the main bottleneck in China’s AI industry and is expected to gradually break through as the industrial chain matures.

Dongguan Securities said that the release of DeepSeek-R1 has accelerated the implementation of AI technology in multiple application scenarios and has a positive impact on the long-term growth of total computing power demand. Domestic chip companies such as Huawei Shengteng and Haiguang are expected to accelerate the independent control of domestic computing power by adapting to DeepSeek and counter the challenges of overseas export controls.
