The bill removes provisions authorizing state treasury chiefs to invest in digital assets, pledge and borrow, and removes regulatory exemptions for stablecoin investments. At the same time, state and local governments are explicitly prohibited from restricting the acceptance and custody of digital assets, maintaining exemptions from funds transfer permits, and protecting the rights of individuals and enterprises to operate blockchain nodes, develop software, transfer digital assets, and participate in pledges. In addition, the bill continues to restrict local governments ‘noise control and zoning restrictions on digital asset mining in industrial zones, and does not involve funding allocations.
