Before the vote, France, Britain and Greece asked the Security Council to postpone voting on the draft resolution on Ukraine proposed by the United States until the afternoon of February 25. The United States expressed its firm opposition to postponing the vote. The Security Council then voted on the motion proposed by European countries. Six countries including China agreed, three countries including the United States opposed, and six countries including Russia abstained. Due to the failure to reach the minimum requirement of 9 votes in support, the motion proposed by European countries failed to pass and voting continued.
Many amendments proposed by many European countries and Russia were not passed
European countries subsequently proposed three amendments, requiring that the “Russia-Ukraine conflict” be changed to “Russia’s all-out aggression,” and the preambular part inserted “Reaffirming its commitment to the sovereignty, independence, unity and territorial integrity of Ukraine across its internationally recognized borders, including its territorial waters,” in the operative paragraph, Replace the words “achieve lasting peace between Ukraine and the Russian Federation” with the words “achieve a just, lasting and comprehensive peace between Ukraine and The Russian Federation in accordance with the Charter of the United Nations and the principles of sovereign equality and territorial integrity of all States.”
The first amendment in the preamble received 6 votes in favor, 1 vote against, and 8 abstentions. It failed to reach enough votes in favor and failed to pass.
Two other amendments were vetoed by Russia and failed to pass.
Russia subsequently also proposed two amendments, adding paragraphs including “Addressing the root causes of conflict.” However, it failed to reach enough votes and failed to pass.
